Правда я прочитал, что вначале надо получить подтверждение о рождении ребёнка - американского гражданина (Consular Report of Birth - что как раз и является официальным признанием ГРАЖДАНСТВА):
"...The birth of a child abroad to U.S. citizen parent(s) should be reported as soon as possible to the nearest American consular office for the purpose of establishing an official record of the child’s claim to U.S. citizenship at birth. The official record is in the form of a Consular Report of Birth Abroad of a Citizen of the United States of America. This document, referred to as the Consular Report of Birth or FS-240, is considered a basic United States citizenship document. An original FS-240 is furnished to the parent(s) at the time the registration is approved..."
А уж затем подавать ВСЕ необходимые документы на американский паспорт:
"...The minor's evidence of U.S. citizenship must be submitted with Form DS-11. All documentation submitted as citizenship evidence will be returned to you. These documents will be delivered with your newly issued U.S. passport or in a separate mailing.
Primary Evidence of U.S. Citizenship (One of the following):
Previously issued, undamaged U.S. Passport
Certified birth certificate issued by the city, county or state*
Consular Report of Birth Abroad or Certification of Birth
Naturalization Certificate
Certificate of Citizenship..."
